While often interchangeable with 'dominator' in a general sense of having power, 'controller' is more neutral and often positive (e.g., 'air traffic controller'), whereas 'dominator' implies a more assertive and often negative exertion of power. 'He was a controller of the company's finances' works. 'He was a dominator in the meeting' might imply he was overly assertive.

'He was the overlord of the discussion' would sound very dramatic.
