Formal/legal. A debtor is specifically someone who owes money or a legal obligation. While a payer may be a debtor, 'payer' is broader. 'The debtor failed to make payments' works, but 'the debtor for the meal' is less natural than 'the payer for the meal'.

Common. A client is someone who uses the services of a professional or organization, and thus is often the payer for those services. 'The lawyer’s client is the payer of the fees' works. 'The client of the restaurant' is less common than 'customer' when referring to the payer.
