Formal. A plan of action designed to achieve a long-term or overall aim. While related, 'strategy' is more about the detailed plan to achieve something, whereas 'policy' is the guiding principle. 'Our company's marketing strategy' vs. 'our company's policy on customer returns'.

Common. A formal agreement between two or more parties. While an insurance policy is a type of contract, 'contract' is a broader term. You wouldn't say 'insurance contract' usually, you'd say 'insurance policy'.
