Common/derogatory. A disorderly crowd of people, often seen as contemptible. 'The rabble protested outside the palace.' 'Ragtags' has a slightly less contemptuous connotation and can imply disorganization or shabby appearance more than malicious intent.

'Ragtags' implies disorganization and maybe shabby appearance, but not necessarily violence or illegality. They are usually not interchangeable unless the 'ragtags' are indeed behaving like a mob.
