'The news caused great agitation' and 'The news caused great fermentation' could both work, though 'fermentation' is less common in this sense.

Formal/Literary. A state of great disturbance, confusion, or uncertainty. Interchangeable when describing a state of intense unrest or disorder, often on a larger scale than just personal agitation. 'Political turmoil' works, and 'political fermentation' could be used poetically, but 'turmoil' is more direct.
