Broader. An advocate supports a cause or person, which can include lobbying, but also public speaking, legal work, etc. 'Lobbyists are often advocates for specific industries.' Not all advocates are paid to influence legislators. 'He is an advocate for human rights' vs. 'He is a lobbyist for the oil industry.'

Formal/Literary. Someone sent on a special mission, often diplomatic. Can overlap with lobbyists if the mission is to influence, but it's a more formal and less direct term for influencing legislation. 'The king sent emissaries to negotiate peace.' Lobbyists operate more openly in the political system.
